Ellen served as the Vice Chancellor for Administration and Finance at the University of Massachusetts Boston from 2004-2017. In her position, she was responsible for the financial management of the University, as well as, facility management and operations, campus services, human resources and emergency management.
She also played a key leadership role in the planning and implementation of the UMass Boston 25-year Master Plan, a plan to physically transform the campus to support the needs of the University’s students, faculty and staff in the 21st century.
She has more than 40 years’ experience in higher education, and state and municipal government. In addition to her work at UMass Boston, other positions that Ellen has held include Vice President for Finance at Brown University, Chief Financial Officer for the Community Builders, Inc. of Boston, Deputy Mayor for Financial Management for the District of Columbia and Budget Director and Comptroller for the Commonwealth of Massachusetts.
Ellen currently serves as Treasurer and board member of the YouthBuild Boston. She also served for eight years on the Board of Trustees at Regis College – serving as chair for four years.
She earned an MBA from Simmons College in Boston and an AB in Mathematics from Regis College in Weston.
Ellen was born and raised in Lynn, her parents were T and Eleanor O’Connor. She has two sisters: Claire O’Connor '65 and Julie McGinn '73.
